Summit Side Events in Doha: Panel Discussion on Humanitarian Accountability

In particular, in partnership with OCHA, Qatar Charity organized a high-level panel discussion titled “Building a Shared Vision for Humanitarian Accountability.”

The session highlighted the importance of strengthening accountability in humanitarian action and ensuring that limited resources reach those most in need through transparent, people-centered approaches.

In his opening remarks, Mr Yousuf bin Ahmed Al-Kuwari, CEO of Qatar Charity, said:

“We gather at a time when the humanitarian landscape is facing unprecedented challenges. Crises are growing in number and complexity, while resources and trust are under increasing strain. In such circumstances, humanitarian accountability is no longer a principle; it is a collective responsibility that gives our work meaning and integrity.”

He also added:

“At Qatar Charity, we have learned that true impact begins by listening to the voices of those we serve, to their hopes, priorities and vision for a better future. Dignity is restored when people are not merely recipients of aid, but active partners in shaping it. This is the essence of our joint initiative, the Humanitarian Impact Forum, with OCHA.”

Concluding his remarks, he also said:

“We are rethinking how success should be measured, not by the scale of projects delivered, but by the depth of change created in people’s lives. Our vision rests on three pillars: remaining accountable to affected communities and allowing their voices to guide our work; empowering local actors and communities as leaders and partners; and building partnerships that inspire innovation and unite governments, organizations and civil society around a shared purpose, which is humanity itself.”

Ms Joyce Msuya, United Nations Assistant Secretary-General for Humanitarian Affairs and Deputy Emergency Relief Coordinator, also said:

“We reaffirm the United Nations’ commitment to strengthening its partnership with Qatar Charity and advancing our shared vision of placing people at the heart of humanitarian response.”

She also added:

“Accountability must remain at the center of humanitarian action to ensure that assistance is delivered effectively and equitably. Qatar represents a leading model of humanitarian diplomacy, where giving is part of everyday life, evident in homes and throughout society. This is the essence of the solidarity that we need to strengthen globally.”

Also, the panel featured contributions from leading humanitarian figures, which enriched the discussion. An open dialogue with the audience also provided an opportunity to explore the meaning of humanitarian accountability and ways to make the humanitarian system more responsive to people’s needs.

Summit Side Events in Doha: Partnership Agreements

On the sidelines of the Summit, Qatar Charity signed three memoranda of understanding with leading international organizations, covering key areas of humanitarian action and development.

  1. International Organization for Migration

The memorandum of understanding was signed by Yousuf bin Ahmed Al-Kuwari, CEO of Qatar Charity, and Mohammed Abdiker, Chief of Staff of the International Organization for Migration (IOM).

Key Areas of Cooperation:

  • Rapid response to emergencies and displacement
  • Delivering humanitarian assistance in health, nutrition, water and sanitation
  • Protecting the most vulnerable through social welfare programmes
  1. Save the Children International

Moreover, the memorandum of understanding was signed by Inger Ashing, Chief Executive Officer of Save the Children International, and Yousuf bin Ahmed Al-Kuwari, CEO of Qatar Charity.

Key Areas of Cooperation:

The agreement provides for the launch of joint programmes to support children and families affected by crises. These programmes cover education, health, water and sanitation, cash assistance, food, economic empowerment, social welfare and social harmony.

As part of the partnership, Qatar Charity contributed US$1 million to a US$2 million joint programme designed to support 2,133 vulnerable and conflict-impacted families through multi-purpose cash assistance.

The memorandum of understanding was signed by Yousuf bin Ahmed Al-Kuwari, CEO of Qatar Charity, and Dr Rayana Ahmad Bou Haka, WHO Representative and Head of Office in Doha.
